2025 2nd International Conference on Innovative Education and Learning Resources (IELR 2025) was taken place in Fukuyama, Japan, from April 18-20, 2025, which is co-sponsored by Fukuyama University and IEEE, co-hosted by Shonan Institute of Technology.

President Yutaka Otsuka (Fukuyama University, Japan) delivers welcome speech. This year's program is composed of 2 keynote speeches delivered respectively by Prof. Maiga Chang, from Athabasca University, Canada and Prof. HEW, Timothy K. F., from The University of Hong Kong, Hong Kong, China; 4 invited speeches delivered respectively by Prof. Wernhuar Tarng, from National Tsing Hua University, Hsinchu, Taiwan; Prof. Jon-Chao Hong, from National Taiwan Normal University, Taipei, Taiwan; Prof. Lilian Li, from Zayed University, UAE and Dr Mariam Mohamad, from Universiti Sains Malaysia, Malaysia; 12 onsite sessions and 5 online oral session. We would like to express our gratitude to all the speakers in these conferences.
